As stupid as this all is (Our government understands nothing about tech) it sounds like this is on any "new" routers. Existing ones can still sell. For anything brand new, they may be able to get approval for sale.

To have a secure router really means how the manufacturer cares about security. This can easily be looked at from release cycles, CVE's
