Rate Limit not limiting

We are testing a Purple SE to apply a limit on upload/download speeds of all devices.

We have enabled smart queue, static mode and FQ_codel.  We have a single smart rule to apply to all devices and traffic to/from the internet and configured a rate limit.  Schedule is always.

The limit seems to have no effect and trying different combinations do not help. 

What am I missing?  We want to be able to restrict bandwidth regardless of available bandwidth.

  Tried all sorta of speed test from about 5 different sites, and different browsers.  They all show full bandwidth (200Mb down)...even if I set the rate limit to 5Mb up and down.

  Are you testing from the app? or from inside the firewalla?

  Mtjas White are other things working for the same device? e.g. if you block google.com does it work?
