Mandatory VPN on iPad without ability to add/disable/delete the VPN app or profile

I'm trying to set up iPads for my kids with a VPN to the Firewalla. I have been able to install and use both Wireguard and OpenVPN. I'm looking to have the VPN set up the following way:

1. Use VPN only when not on our home network (easy to do in the Wireguard app).

2. Require VPN to be used when not on our home network (easy to do in the Wireguard app).

3. Prevent kids from disabling or deleting the VPN app or VPN profile.

4. Prevent kids from turning off the VPN.

5. Prevent kids from adding their own VPN or profiles.

I tried accomplishing this with Apple Configurator, but can't seem to get ALL of these features to work. Has anyone else been able to do this? I can't be the only parents that wants to accomplish this.

  As far as I know, Apple Configurator doesn't support WireGuard or OpenVPN. All the options are for corporate users. 
  
  I'm sure you aren't the only one who would like this. My guess is, if Apple ever did it, it would be through iCloud only. Maybe yet another subscription? :)
