Does the parental controls feature direct traffic through a third party?  I heard it forces all traffic through an Oracle service.

  Rules are running on the box itself. The traffic will be intercepted and stored in your local devices. That's why box only store flows for 24 hrs. Your data won't be shared with 3rd party services. 

  If you are using Family Protect 3rd-party mode instead of native mode, it will use OpenDNS services to filter content. This is only for DNS queries, not real connections.  You may want to learn more details here: Activity and Parental Control
