Applying rules to mesh network device
If I add rules to each eero on my network, will the devices which are connected inherit those rules or would I still need (or is it better) to apply rules specific to each device/mac? In some cases the iPhone has private mac and my kids don't turn that off. Setting rules to each eero AP would perhaps work better?

You will need to apply the rules on the devices. MAC addresses are independent of your eero AP, so you just can't block AP and block MAC.

I use the new device quarantine feature, and if any new device shows up that I don't know, I just leave it in quarantine.
If they want to talk to me about it and turn off MAC randomization, then I'll get them setup so they can use the internet. If they want to be tricky, then they stay in quarantine.
I also have a "no network access" group. I have a few things that needed WiFi to setup but that I don't want connecting to anything after that. I have them in airplane mode, but in case that gets turned off by mistake, being in this group will keep them from connecting to anything.
