Which OISD list is implemented by default?

You do not need the bigger list, our system has a much bigger one. See https://help.firewalla.com/hc/en-us/articles/360049856394-How-to-Secure-Your-Network-with-Firewalla-Part-3-Protect
The reason for the smaller one was made available for people who want more stricter ad blocking.

I see- I guess it wasn’t immediately clear that https://help.firewalla.com/hc/en-us/articles/360049856394-How-to-Secure-Your-Network-with-Firewalla-Part-3-Protect meant that the bigger OISD list was basically already covered. That’s good to know- a blurb in the article about the rules and exactly what they cover might be handy. If the Smaller OISD list is relegated to the “target lists” function, but isn’t enabled by default, I was confused that the bigger one wouldn’t be included in the default set either.

The purpose of the target list is if you need absolute blocking without firewalla making the decision for you. For example, the firewalla adblocker is tuned to be "weak", so you have less false positives; If you need more, you can use OISD to enforce that.
Another example, you may want to block crypto sites, where firewalla doesn't have a list for it, then you can use target list to block instead.
