Lost ability for device specific rule

I have setup quite a few groups, within the groups I have rules applicable to the whole group.  For some individual devices I was able to setup rules specific to that device, for my scenario these have been allow rules (exceptions to the group rules).  This was been working well. Suddenly I no longer can edit those previous rules and no longer can create new rules where the "On" is a device.  I can select a network or group, but not device.

The main thing that I changed recently was adding a vlan and another network.  Does adding second network prohibit device specific rules?

  When a device is in a group, it will follow all the rules for that group. So, you shouldn't be able to add more rules to the device.

  Thats odd, I definitely have device specific rules along with group rules, and they both appear to be working for the device. 

  per documentation on the  help page "The priority of different levels is Device > Group > Network > Global." Makes me think you can have rules at all three levels.

  I stumbled upon the answer. In order to set a device specific rule, you can do it from the desktop browser

  Can you share how? I can not replicate that. 
  
  The only exception to the rules apply to groups are when you create port forwarding to a device. Obviously you can't port forward to the group, so that applies to the device.
