Cannot Remove Port Forward Rules after device removed.
Just an FYI for others.

Problem: If you have a device on your network with Port Forwarding rules enabled, and later remove the device, the port forward rules no longer appear in the Port Forward list. If you attempt to add a new device and assign the same port forwarding rules to the new device, the App indicates the port is not available and in use by a different device.
With the device removed, you can no longer access the Port Forward rules to that device.
Solution: Add the device back onto the network, remove its port forwarding rules, then remove the device. You should now be able to add the port forwarding rules to the new device.

By removing the device, do you mean you've deleted the device manually? By design, if a device is deleted, all rules applied to the device will be deleted, including port forwarding rules.
The problem you described seems to be a bug, we will try to reproduce it and troubleshoot on our side.
In addition, we will offer an option, in the upcoming app release, to overwrite previous port forwarding rules when you attempt to add the same rule to a new device, hope that will help to resolve conflicts more easily.
