Can't connect to another computer behind the Firewalla device on WiFi
I'm trying to run an internal web server on a Windows 11 machine on port 80. I can't connect to that server from other devices on Wifi within the Firewalla area. Wireshark shows that the connection attempts aren't even getting to the Win11 box at all. Software firewall on the Win11 is set correctly (and I've tried turning off both the firewall and Defender on the server without success). Wireshark on another Windows machine on WiFi is showing that ARP requests for the web server's IP aren't being answered.
Weirdly, other computers that are using Ethernet to the WiFi router can connect to the web server.
How do I get this straightened out?
Network is NetGear MR60 mesh with a NetGear GS series switch off of the base unit with the Firewalla Blue Plus connected to the switch.

If Wifi and Ethernet devices tested are all on the same network ... then it is not firewalla. Firewalla likely don't even see that traffic.
If you are segmenting that Windows 11, then you need to make sure that web server is provisioned to answer requests from outside its LAN network.
