Rule doesn't work when applied globally

I have created a rule that only works when applied to a group or a specific device. As soon as I activate the rule globally for all devices, it no longer works.

The rule should match on domains from a custom target list and allow traffic to this domains.
The target list contains domains that are probably blocked by ad block service. With this rule I want to implement a kind of whitelist behaviour.

Any idea why this rule doesn't work globally?
