Firewalla Gold Cannot See Netgear GS108E

My brother's Firewalla Gold cannot see the GS108E which is connected to a Netgear GS308EPP so that anything connected to the GS108E is put on VLAN2 IoT.   The Netgear Utility can see it but not the Firewalla Gold, why?

  Can you confirm both switches are managed switches and they can get an IP address?

  I'll have TeamView into my bros computer.  They are out of town now.  Will report back.   The GS108E has a WUI to manage it IIRR.
