Steam - Slow Downloads

Not sure how to pinpoint the issue.  I don't see anything in flows being blocked.  5gig connection on a Gold Pro.  Steam downloads are at 35Mbps.  If i grant the device emergency access, it get 1Gbps.

I do have family protect, safe search enabled globally.

  Do you have any smart queue rules in place limiting speed? Smart queue will also be paused if Emergency access is on.

  I do have smart queue enabled and just the default rules.  the queue type is FA_Codel and mode is Adaptive with it set to 5Gbps up/down.

  Try disabling Smart Queue temporarily and check if that solves the issue. 

  Does this happen for all devices and all sites, or just this single site and device? If only a specific site or device, please see: What to do when you can't access certain websites
