Question about Multi-WAN setup and PBR

I currently have my Multi-WAN setup so port 4 is AT&T fiber with port 3 being the T-Mobile 5G Internet Home Gateway.   Whether I choose "failover" or "load balance" , if I set a static route to use a specific ISP will it always use that route? 

For example I have it set so all video sites use the 5G gateway as a "preferred" so if the T-Mobile goes down then AT&T will pick it up.

  Yes, you can route any traffic to any WAN connection, regardless of whether the WANs are set to failover or load balancing.
