Blocking the Windows Store

Discovered that will having VPN downloads blocked by Firewalla, it is still possible to download and operate a VPN that's downloaded via Windows Store on a Windows PC. Anyway to block ? Thx.

  Do you mean, you blocked VPN using firewalla target list, and this target list is not blocking VPN service from windows store? what is the app?

  Yes. I have VPNs blocked, and it works in the browser for the one's I tried to navigate to, but when I went to search for VPNs in the Windows Store further testing effectiveness, I loaded one randomly ("Hotshot Shield VPN"), and it downloaded, installed, and worked as expected - no blocking or issues. As expected behavior.

  Firewalla can't block you from searching the app store and download VPN programs. That will require SSL intercept, and deep understanding of the app store at the network layer.
