netboot option 66 doesnt behave as expected

I'm having some trouble netbooting with u-boot.  The VLAN the device is on is set to respond to DHCP option 66 with a fixed IP address I've already set in the app, and wireguard shows the firewalla responding with that ip address as the server host name.  the next server IP address is still the firewalla's IP address.  it should be returning the preset IP in option 66 to DHCP queries for next server, but I cannot get it to return anything for next server other than its own IP address.

I was a similar issue was discussed here and solve over a year ago, but I'm on more recent firmware than what they stated the fix was deployed under and still having this issue.

Has anyone been able to get DHCP options to return the correct next-server IP?

  looking further into it, it looks like u-boot only considers option 66 if siaddr is blank. if siaddr has a value, it follows that.

  So I either need to disable the siaddr return result from my firewalla or I need to be able to change it. How would I do that?
