Smart Queue enabled but getting 90%+ BW usage alarms

My FWG has smart queue enabled and most of my devices are throwing alarms of 90% total usage of my BW. I have Spectrum 300DL/20UP and thought smart queue would prevent these alarms (my misunderstanding). Understood i need to configure specific rules but what is smart queue doing when enabled exactly?

  depend on what smart queue function you use... smart queue is to regulate traffic. The 90% total usage is simply a reminder a device is using more bandwidth than others during a period of time.
