I am looking for a similar solution. For phones that have LTE data, as soon as the WiFi is cut off the device WILL switch over to LTE data. Firewalla can't prevent that, but I think it would work fine on devices with no LTE data connection. For phones I am currently using Qustodio, which is installed on the device and cannot be easily uninstalled by the child. It does a good job of handling overall time limit, app limits, and schedules. It also works when they are not in our WiFi, so I can block apps when they are in school, etc. As much as I would like a single solution, I am currently looking for a different solution for Windows computers. My two teenagers want admin access to play their games, and Qustodio is very easy to disable with admin access. I am looking at either Firewalla or Gryphon for Windows computers. Since the Firewalla and Gryphon are "internet level" and not "device level", they cannot be defeated. On the down side, they cannot control playing of games locally (without internet) but I think I can live with that.
