Feature Request: SQM

I believe "classic" QoS is in the pipeline but SQM should also be added to reduce bufferbloat. It is also a much better implementation that allows all users fair use of bandwidth instead of having one user getting priority due to categories and everyone else's bandwidth is limited. Either CAKE or fq_codel would be great.
