What is NOISE in the noise_domains folder

How is the noise file used? The Last tar file download was more than a year ago. Is it possible to add domains that are to be blocked to the noise file?

  Depends on the purpose. Why are these in a “noise” file. Are they high traffic? Malicious? Can they be IP addresses and URLs?
