Block all devices from YouTube app, except a few

I'm looking to set a rule to block all devices from YouTube, then make an exception for a small handful of devices. This doesn't seem possible. Am I missing something? If a new device shows up on the network, I want YouTube blocked for it too.

  I believe you should create a blanket rule: block youtube. Then allow it for the specific devices you want.
