add device with static IP Address

HI

My Local LAN Range 
IP 10.10.10.1-10.10.255.255
Subnet 255.255.0.0
Gateway 10.10.10.254
DNS1 10.10.10.10(AD01)
DNS2 10.10.10.11(AD02)

I have 20+ Server like AD01, AD02 & file server  with static IP address. your firewall not have option add manual IP Address. 
where we found add device with static IP Address
how to control Full  from web interface DHCP, Network, Rules and many more.
