How to block a device or a group from accessing internet when primary internet connection is down?

Hello,

The question is in the title:
How to block a device or a group from accessing internet (only) when primary internet connection is down?
I have a fiber as a primary connection and a small 4G router as a backup connection on my Firewalla Gold. 
When the primary is down, how to make sure that some device on the network, which consume almost all the bandwidth, cannot access internet and let the other devices access internet?

  What you can do is use policy based routes to route traffic from devices you don't want to failover to the primary ISP.

  I have added a static route. Need to check if it's effective now. Will test that later :-).
