Can I use AT&T Active Protect Mobile Security VPN or Firewalla Open VPN when usingNative Family Protect & Safe Search by turning off "all VPN Site Blocked Flows?  or is it safer to leave it on and not use the VPN's?

  If the VPN client is running on your device, then it will bypass all protection, since it is encrypting at the source. If the VPN. client is running on firewalla, famil protect and firewalla active protect will run
