    1. Did you try both ethernet connections? from the modem?
    2. Did you try connecting to the working port 4?
    3. Did you set up Port 3 as a WAN?
    4. Are you running in load balancing or failover mode? 
    5. What does the modem admin page say in terms of connection? 
    6. If it won't work in port 4 I'd contact Arris 1-877-466-8646.

    I’ve tried all combinations of port 3/4 and the 1/2.5 ports on the arris. The modem is connected fine to internet when I hard line directly to it. It is also connected fine when I connect it through a TP-Link archer 11000

    Try to factory reset the modem if it has such an option. That's worked for me in the past with Comcast, albeit with a different modem.
