Block Internet Allow VPN

I have a group of devices which I do not want to have Internet access, but need to be remotely accessable through VPN. I have created the group and assigned a block Internet always rule to the group. Tested - working as expected. Connected to OpenVPN - tested - no access to devices. I added a new rule to group to allow in and out always for OpenVPN. Tested - no access still. Ran diagnostics and it properly matched to the new rule. Suspended the block Internet rule - tested - works correctly over VPN but breaks no Internet access for devices. How do we block outbound and inbound Internet for a group while allowing VPN access?

  Group Devices (Device 1, Device 2, Device 3)

  Rule 1: Block Traffic to Internet for Devices

  Rule 2: Allow Traffic from & to OpenVPN for Devices
